SEAP for Greater Manchester

In May 2009, the Environment Commission gave formal approval for the development of a Sustainable Energy Action Plan for Greater Manchester.

Led by Manchester: Knowledge Capital (M:KC), this process commenced with an intense phase of research and stakeholder engagement.

During October and November 2009, over 20 representatives from the public, private and NGO sectors participated in workshops to develop future energy scenarios for Greater Manchester. The scenarios were developed using Carbon Captured's Greenhouse Gas Inventory Protocol (GRIP) Inventory and Scenario Tool.

In April 2010, M:KC appointed ARUP to undertake the final phase of stakeholder engagement and to produce the action plan. The work was completed in June 2010.


The SEAP Report

This Sustainable Energy Action Plan (SEAP) report has been developed by Manchester: Knowledge Capital and Arup to provide evidence to inform and help shape energy priorities in Greater Manchester (GM).

GM covers the areas of ten Local Authorities (LAs), who together comprise the Association of Greater Manchester Authorities (AGMA). The process involved in developing a SEAP is designed to be iterative, with revised SEAP reports developed over time. This is the first SEAP for GM, providing a vital contribution towards a sustainable energy system for GM.

The SEAP recommends new CO2 reduction targets for Greater Manchester of:

  1. 34% by 2020 and;

  2. 88% by 2050.

Other SEAP highlights;

  1. Increase renewable energy production from 0.4% in 2005 to 2% by 2020 and 6% by 2050

  2. Energy & CO2 baseline methodology has been developed that can be replicated for any LA in the UK

  3. 2005 baseline position for AGMA is 64.6TWh of energy in and 17.4mt CO2 out (shown graphically in the main report on page 13)

  4. From 2005 to 2007 CO2 emissions have reduced by c4%, population grew c0.7% and GVA grew c0.17%

  5. A suite of primary and enabling actions recommended to meet these targets

  6. KPIs recommended to monitor progress

  7. SEAP recommends that there should be annual monitoring reports produced to track progress and a full review produced every 3yrs

The report was presented to the Environment Commission in July 2010. The SEAP and Distributed Energy Study have fed into the development of a comprehensive Energy Plan for Greater Manchester, due for completion in Spring/Summer 2011.
